Under Part C of IDEA (Individuals with Disabilities Education Act), the Early Intervention (EI) Branch in the Women’s and Children’s Health Section of the Division of Public Health (DPH) is the lead agency for services to young children aged birth to 3 years with developmental disabilities who reside in North Carolina.  A statewide system of early intervention services is mandated in federal legislation of Part C of IDEA.  In NC, the local lead agencies for the EI program are Children’s Developmental Services Agencies (CDSAs). In state fiscal year 2006-2007, the statewide Early Intervention program received 17,727 referrals and enrolled 15,048 children.

RFA# A166 - Early Intervention Family Support and Participation
The North Carolina Infant-Toddler Program (NC ITP) has a deep commitment to increasing family and community involvement. DPH NC ITP is seeking applicants who demonstrate the ability to provide innovative evidence-based family support and parent involvement activities. The major goals of this initiative are to promote and build strong partnerships with families (and the systems with which they participate).  Another goal is to provide support to enhance the capacity of families to meet their child’s needs and enhance their development. NC ITP believes that families’ needs reach beyond the boundaries of formal supports and services.  NC ITP strives to connect families with the appropriate resources.
