That is not to say that one shouldn't take responsibility for their actions - they should. But there is a world of difference between the criminal element who deals in death and destruction and the addict who has gotten caught up in a lifestyle that has stolen his self control and ability to cope. Certainly differentiating between these to groups can be difficult. www.stopaddiction.com has a great booklet that is free for the asking called "Guide to addiction recovery for a lifetime". While I won't say that it covers all aspects of addiction as fully as possible, it is nonetheless a great introduction to understanding the mechanics of addiction. Personally, if I was going to err, I would err on the side of compassion when it comes to addiction. My definition of compassion included effective treatment aimed at returning the individual to an ethical, productive, and happy life.
